ABOUT THE ROLE
At DataDrive2030, we believe that better evidence should lead to better decisions and, ultimately, better outcomes for children. We are looking for a Workforce Manager to lead the establishment, coordination and continuous improvement of the Shared National DataForce.
The Workforce Manager leads the day-to-day planning, deployment, performance and development of the DataForce. The Workforce Manager will ensure that the right assessors are recruited, retained, trained, deployed and supported to deliver high-quality assessments across South Africa.

KEY FUNCTIONS & RESPONSIBILITIES
RECRUITMENT & WORKFORCE DEVELOPMENT
- Lead the recruitment, selection and onboarding of a national assessor cohort.
- Maintain workforce coverage across provinces, languages, tools and required capabilities.
- Coordinate training, accreditation, upskilling and ongoing professional development.
WORKFORCE PLANNING & DEPLOYMENT
- Forecast workforce demand and translate study requirements into practical deployment plans.
- Match assessors to assignments based on skills, accreditation, language, geography and availability.
- Coordinate scheduling, mobilisation and replacements across concurrent assignments.
PERFORMANCE, QUALITY & RETENTION
- Monitor assessor readiness, performance, quality, engagement and wellbeing.
- Coordinate feedback, coaching, remediation and development support.
- Strengthen retention and maintain a pipeline of assessors to support continuity and growth.
PARTNER & STAKEHOLDER COORDINATION
- Work with Partner Organisations and study partners to understand workforce needs and deployment requirements.
- Coordinate mobilisation, communication and operational problem-solving throughout assignments.
- Build trusted relationships with research, government, NGO, funder and other DataForce partners.
DATA, SYSTEMS & REPORTING
- Maintain accurate and confidential workforce records, schedules and dashboards.
- Track workforce coverage, readiness, deployment, utilisation, retention and partner satisfaction.
- Provide clear workforce insights and reporting to support operational and strategic decisions.
SUSTAINABILITY & OPPORTUNITY DEVELOPMENT
- Identify suitable research, population-level and approved commercial opportunities for the DataForce.
- Support workforce inputs into proposals, budgets, quotations and service agreements.
- Monitor utilisation, revenue, cost recovery and other indicators of DataForce sustainability.
PILOT LEARNING & CONTINUOUS IMPROVEMENT
- Track progress against pilot outcomes, funder requirements and governance commitments.
- Test and refine approaches to recruitment, training, scheduling, deployment and retention.
- Document learning and contribute to recommendations for the future sustainability and scale of the DataForce.
QUALIFICATIONS
- A relevant Bachelor’s degree or equivalent demonstrated professional experience.
EXPERIENCE
- Five to eight years’ experience in workforce coordination, fieldwork operations, programme management, project management or a related operational role.
- Experience coordinating distributed teams, complex schedules and competing operational dependencies across multiple locations.
- Experience organising training, workshops or professional development activities.
- Strong stakeholder and partner relationship management experience.
