The Role of Government Subsidisation in the Early Learning Sector in South Africa: An Analysis Using Thrive by Five 2024

Do subsidies improve early learning? This study shows they expand access for vulnerable children – but do not automatically improve outcomes.

This paper analyses the role of government subsidisation in shaping access to and quality of early learning programmes in South Africa. Using Thrive by Five Index 2024 data, it examines how subsidies influence programme affordability, participation, and developmental outcomes. The study situates subsidisation within broader policy goals of expanding equitable access while improving quality. It also considers how subsidy design and value affect programme sustainability and effectiveness. The findings highlight both the strengths and limitations of subsidisation as a policy tool within the early learning system
