About the role

DataDrive2030 is seeking a highly experienced and strategic Workforce Development Lead to spearhead our training efforts. This pivotal role will be responsible for developing and executing our training strategy, and sustaining a skilled, motivated, and distributed data workforce of ELOM trainers and assessors across the country and covering all official SA languages.

The ideal candidate will have excellent people  skills, facilitation abilities, technical expertise and some exposure to the early learning or education sector. The candidate should be a problem-solver and strategic thinker, with demonstrated ability to engage well with external stakeholders and have an aptitude for people development. They will be expected to take initiative and manage both routine and out-of-the-ordinary tasks with accuracy and interest. They should have excellent communication skills and experience in managing multiple projects at once.

Direct reports: Training Quality Manager; Master Trainer; Workforce Coordinator

 

Qualifications and Experience

  • Postgraduate qualification in one or more of the following: operations management or programme management, human resource management or workforce planning, education, training & development, adult learning, occupational therapy,  public policy, development studies, economics or social science
  • Certification in learning and development, project or programme management, quality management or monitoring and evaluation/ quality assurance
  • Strong practical experience can be substituted for formal qualifications
  • 6-8 years’ progressive experience in managing large-scale, distributed programmes or operations
  • Proven experience in designing and implementing workforce strategies aligned to organisation growth.
  • Demonstrated ability to manage complex logistics and multi-stakeholder partnerships.
  • Experience managing supply/demand dynamics
  • Experience with workforce engagement strategies and managing challenges related to field staff retention and performance.
  • Strong understanding of data integrity and the impact of training quality on outcomes.
  • Experience in data, research or data-collection environments
  • Familiarity with working across national and provincial ecosystems

  • Clear and professional communication to keep trainers and assessors informed and engaged. Must be fluent in English and at least one other official South African language.

  • Ability to design and manage complex systems (training journey, accreditation criteria, quality metrics) that operate across multiple provinces and partners.

  • Strong planning and management skills to handle high-level supply and demand.

Community Management

  • Exceptional ability to engage with and manage a large community of trainers and assessors, fostering professional identity and dignity in work.
Quality Assurance
  • Commitment to maintaining the fidelity and standardisation of ELOM protocols through rigorous training and supervision.

Change Management

  • Capacity to lead a team through the implementation of refined processes, standards, and technology adoption.

Key Responsibilities

Workforce Strategy and Planning

  • Lead the development and implementation of provincial workforce and training strategies toward a high-quality, distributed data workforce.
  • Manage high-level supply and demand in alignment with DD2030’s growth strategy, ensuring sufficient supply of assessors and trainers to match user demands.
  • Support strategic decision-making on the best approach to training implementation and maintaining skills, with an eye for provincial and forward-thinking needs.
  • Develop and implement standards for maintaining accreditation of assessors and trainers, and communicate these requirements clearly to the community.
  • Lead the overall operational management and leadership of the Workforce Warriors team.

Training Life Cycle and Implementation

  • Oversee end-to-end training implementation, ensuring continuous development and sustainability for both assessors and trainers.
  • Lead and review end-to-end training processes, from screening to orientation, designing and implementing a clear training journey, systems, team requirements, and technology.
  • Develop and oversee updates to training materials across the tools in collaboration with the team.
  • Build a train-the-trainer model and enhance training processes for both Senior Trainers (ST) and Assistant Trainers (AT).
  • Execute training for both assessors and train-the-trainer in conjunction with training partners and the internal team.

Network Management and Professionalisation

  • Establish and manage a national assessor network, defining standards for fair remuneration, mentorship, accreditation, and professional advancement pathways.
  • Manage partnerships with trainers and training partners, including sourcing leads and managing the training plan.
  • Develop strategies for engagement with communities of both assessors and trainers, and oversee the management of these communities.
  • Manage workforce engagement and skills retention strategies, actively addressing challenges such as underutilisation and uneven quality to ensure dignity in work.
  • Working with workforce coordinators, ensure that databases are up to date for both assessors and trainers, and provide quarterly reports to create visibility of the database.

Quality Assurance and Accreditation

  • Ensure standardised training and rigorous data quality assurance, overseeing the quality of training and assessments, and providing input into material enhancements.
  • Develop and manage systems to measure the skills of trainers and assessors over time, based on set standards, to ensure overall quality assurance of incoming assessor data.
  • Align measuring processes with the Data Systems team to ensure assessor quality metrics are made visible to internal and external users.
  • Build and implement a refined process for verification checks to simplify the process for assessors to remain accredited.
  • Oversee the process of accreditation and review of trainers and assessors.

Team Leadership and Organisational Collaboration

  • Actively contribute to developing and strengthening the DD2030 workforce team’s capability and capacity, including line management and mentorship.
  • Work with other Business Unit leads to plan joint projects, coordinate capacity, and ensure smooth handover of functions at critical junctures.
  • Support the implementation of HR operational processes (e.g., recruitment, leave management) for the Workforce Warriors, in conjunction with the DD.
  • Participate in weekly team meetings and twice-yearly strategy sessions, and assist with cross-function tasks arising from these engagements.
  • Provide relevant input to the Communication team to highlight DD2030’s work and assessor stories.
  • Represent DD2030 at relevant forums and events.
  • Ensure adherence to DD2030’s Ways of Working and support the execution of the overall organisational strategy.
