ELOM Tools Pricing Packages

IMPORTANT INFORMATIOn

All users who sign their user agreement and make payment 30 days before starting fieldwork will receive a 10% discount on the ELOM Basic or Standard package fee.

Costs not included in these packages include kits, tablets, assessor fees and fieldwork expenses; please scroll down for an overview of further costs you may incur.

Common Features

Both the ELOM Basic and Standard packages include the following features:

We will provide you with contact details for assessors who are accredited to administer the ELOM tools. We offer accredited assessors a free online refresher course if needed.

The ELOM digital platform includes built-in quality checks that allow you to monitor and manage data collection.

This includes basic data cleaning and descriptive analysis. We can provide a cost estimate for more advanced analysis if needed.

We will facilitate a secure transfer of your dataset to a designated staff member within your team where this is requested, and POPIA conditions are met.

We will link you to reputable resources aimed at improving child outcomes in the various developmental domains assessed.

ELOM Basic

Best for organisations that would like to use up to two of the ELOM digital tools once-off to get a sense of the strengths and weaknesses of their programme.

You will be able to access the tools in all official SA languages for 3 months.

This package includes assessment of up to 75 children, LPQA sites, or home environments per tool. A charge of R75 per additional child / LPQA site / home will apply.

Your report will describe the main features of the dataset and, in the case of child outcomes data, will compare results to a reference group. Additional reports are charged at R3,500 ex VAT.

In order to upgrade your basic report to a pre-post study, you will be charged an additional fee of R3,500 ex VAT.

R5,500 ex VAT

ELOM Standard

Best for organisations that want to assess a large sample of children or sites, or assess the same sample at two time points several months apart.

You will be able to access all of the tools in all official SA languages for 12 months..

If the intention is to assess children, sites, or homes at multiple time points, each assessment counts towards the total of 750 (e.g. 200 children at baseline, same 200 at end line = 400 assessments).

This package includes assessment of up to 750 children, 150 LPQA sites, or 750 home environments. A charge of R75 per additional child / LPQA site / home will apply.

Your report will describe the main features of the dataset and, in the case of child outcomes data, compare results to a reference group. Additional reports are charged at R5,500 ex VAT.

In order to upgrade you basic report to a pre-post study, you will be charged an additional fee of R5,500 ex VAT.

Additional Costs

Below are additional fieldwork costs that are not included in the ELOM packages and which you might incur.

All additional costs are shown exclusive of VAT.

The kits include the materials needed to complete a child assessment using the ELOM 4&5 Tool or the ELOM-R Maths and Literacy Tools. The ELOM kits DO NOT include tablets.

Cost to purchase:

  • ELOM 4&5: R1,000 per kit
  • ELOM-R: R800 per kit

(plus a courier fee if you are not able to collect in Westlake, Cape Town).

Cost to rent:

  • R150 per kit per week to rent

(plus a courier fee if you are not able to collect in Westlake, Cape Town).

If you are assessing using the ELOM 4&5 and ELOM-R Tools, you will need to provide your assessors with tablets. Assessments using the other ELOM tools can be completed on any smart device.

Tablets need the following specs:

  • Min. 4GB storage (8GB is recommended)
  • Min. 2GB RAM (4GB or greater is recommended)
  • 5 megapixels rear camera
  • 7-inch screen at a min. resolution of 1024×600 (1280×800 resolution recommended)
  • Min. battery size of 3200mah (4000mah is recommended)
  • Android 4.4 operating system (Android 5, 7 for field plug-ins or higher) or iOS version 11 or higher
  • Min. 3G and Wi-Fi connectivity, LTE and Wi-Fi recommended. SIM card is necessary for phone calls and mobile hotspot connection in areas with limited or no Wi-Fi
  • Dedicated GPS chip for retrieving location

Only accredited assessors can conduct ELOM child assessments using the ELOM 4&5, ELOM-R and ELOM Targeting Tools. We will share a list of ELOM assessors who have been trained and accredited on each tool. You will need to contract directly with the assessors, and a contract template is available for your use.

The below rates are a guide, and you will need to agree on an exact rate with your assessors:

  • ELOM 4&5: R200 – R250 per child assessed
  • ELOM-R Literacy Tool: R90 – R110 per child assessed
  • ELOM-R Maths Tool: R180 – R220 per child assessed
  • ELOM 4&5 Targeting Tool: R85 per child assessed
  • Learning Programme Quality Assessment: R650 per site/school assessed
  • Home Learning Environment: R125 per home assessed
  • Social-Emotional Rating Scale: Generally included in the cost of the other assessment tools

As an alternative to contracting an accredited assessor from our database, you may request ELOM training for your staff.

Training costs:

  • ELOM 4&5: R5,500 ex VAT per trainee
  • ELOM-R: R4,500 ex VAT per trainee
  • Learning Programme Quality Assessment: R1,500 ex VAT per trainee

These costs exclude any travel and accommodation costs for the training participants. The Home Learning Environment tool and Social-Emotional Rating Scale do not require formal training to be administered.

You may incur travel or accommodation expenses should the assessment sites be far from the assessors’ homes. These costs will be unique to your organisation.

Activities that will require the time of in-house organisational or outsourced staff include:

  • contacting and contracting assessors
  • planning and managing the fieldwork
  • booking travel and accommodation
  • training time if your staff will be trained as assessors.

These costs will be unique to your organisation, but approximate times are provided below as a guide:

  • ELOM 4&5: 45 minutes per assessment
  • ELOM 4&5 Targeting Tool: 15 minutes per assessment
  • ELOM-R Literacy Tool: 20 minutes per assessment
  • ELOM-R Mathematics Tool: 40 minutes per assessment
  • Learning Programme Quality Assessment: 2 hours per site/school
  • Social-Emotional Rating Scale: 10 minutes per assessment
  • Home Learning Environment: 15 minutes per assessment

You must send your site information to us at least one week before the start of fieldwork. This allows us to preload your sites to Survey CTO, resulting in a smooth fieldwork experience. If sites are not sent within this timeframe, the following additional fees will apply:

  • R500 per 10 facilities for the basic package
  • R1,000 per 10 facilities for the standard package

Use the ELOM tools for free

We offer a free basic package to registered Public Benefit Organisations (PBOs) that require financial assistance provided their latest annual expenditure was less than R2,000,000. You can apply as part of our normal application process here.
